What Makes For A Perverse Tax Structure?

How about one that gives people less of an incentive to make charitable contributions, merely because those people are in a higher income bracket?

My colleague, Ben Domenech wrote eloquently on this issue last year. Too bad the Obama Administration refused to listen to him, and has instead revived a monumentally bad idea that will have lousy policy consequences if implemented.
